That 54 counts fights, not unique bosses — You Loong, The Hunt and The Gold-Masked One are each fought more than once, and duo encounters such as Iron Fiend and Jade Dancer join an existing fight instead of getting their own. Steam's achievement list names only 25 of them, so 25 is not the answer.
